Ah, wait, Miss Dlanor. Does Rokkenjima really count as 'Japan'? It's not like they have some municipal authority there. There's no police box, no daily mail delivered, and no population outside of the Ushiromiya family and their servants. It may as well be its own private country.

...Maybe. But there are examples all over the world of territory with disputed jurisdiction. There are a number of islands that Japan as well as South Korea, and China have claimed are part of their rightful territory and have set them up under local municipal authority even, for example. In which case, would setting foot on one of them constitute a 'visit' to 'Japan, and South Korea' or 'Japan, and China'? Furthermore, if you've 'been to' Japan, you would have a passport, a visa, and all the custom checks that would entail.

In this way, whether you've been present in 'Japan' is suspect. And whether your presence there constitutes having 'been' is also suspect.
